Weal is the root word, not wealth, as in money/assets.
The concept that government should exist and treat all citizens equally is the idea (and a noble one), not that all citizens wealth should be shared by the government, which is one form of tyranny.
No one here is calling for “all citizens wealth should be shared by the government”.
