I have an idea: let's set-up a computer system so the government can keep track of all this. We can give it some time, maybe three years, and plenty of money. We can determine who gets, and doesn't get, cheap stuff. To be on the safe side (because buying stuff is complicated), let's experiment on only one-sixth of the economy first.
