The oligarchy here doesn't care. Downtown has become a no-go zone after dark (no pun intended), and people who aren't looking for drugs or a rough time roll up the windows and get through ASAP. The small town and farm types have turned to safer, smaller WalMarts and only come into the jungle when they have to. Meanwhile, the old and new money build bigger, better gated developments further out of harm's way and make sure their lickspittles get re-elected. (And their lickspittles DO get re-elected.)
As long as the "right people" are safe in their own orbits and government largesse/gaming money is available, they don't seem to give a rat's azz about the rot.
