They can't do either, now. At least not if conservatives (as opposed to "Republicans") keep this thing stirred up.
The fast fix can be dismissed out of hand. Healthcare.gov is the hub of ObamaCare. Remember those great diagrams laying out the complexity of ObamaCare? Well, in the center is "Secretary, HHS", but what's REALLY there in a functional sense, such as it is, is healthcare.gov. The site is integral to the whole thing. But... the website security problems are so insidious and built in from the ground up, that there is NO way to fix this quickly. Remember too, we are talking about half a BILLION lines of code, and at least 1/3 of the site isn't even completed yet. John McAfee, whatever you think of him otherwise, does know computer security, and he thinks the fastest thing to do is throw the whole site out and start over, requiring 2-3 years to get it rebuilt. I would add, IF it's "done right" (technically speaking) then. The shear complexity of these incredibly complex software systems can tend to be self defeating.
So, we have at least 2 years with everybody confused, mad as h***, health care up in the air, and the blame squarely on Obama and his minions. :-)
I suppose it's possible the site will be patched up and Obama will try to press ahead, but then it's almost guaranteed the hackers will get into the site - er, I should say, will continue to get into the site - and the effects of that will be even worse for the Administration.
So, you say, the libs will try to force a single payer system upon us. Well, the Dems would need the House for that -- in this atmosphere? I don't think so, but even if they pull it off, that's a year out. Then they have to create the legislation - not a trivial task, and again in light of the ongoing fiasco, probable court challenges, etc., well, let's give it a year. Then they have to put the thing together in (supposedly) working form. That's at least another 2 years, for a total of 4 years of the chaos that you mention. I don't think the country, even as degraded as it seems to be, will stand for it, and they sure as heck won't trust the gov't with health care.
The bad news is that even in the best case, an eventual repeal of ObamaCare, this is going to be a real mess for individuals, businesses (esp. small businesses), etc., for a good while.
