They won't be that obvious about it. The plan is to first create megacities on each coast and evacuate the center of the country. They will build high-rise housing projects for us to live in. The high-speed train that California is spending billions on for no apparent reason is to transport the hundred and fifty million people who will be living there.

Once they have us in the ghettos, it will be a simple process to start rounding us up and taking us to the camps.
