What exactly were they doing for 3+ years? No way it takes that long to build a website, not even this one. Guess they were too busy having fun spending all that $$$$$ to be bothered to actually do their jobs. No way we ever see a financial report to find out where the money went, but you know the amount wasted (pocketed) is immense.
That translates to 80-90 percent without the spin.

That would be a reasonable starting point for inquiring into the status of the website development. Any competent software guy could pose questions on status starting from that point.

"Back end" means a lot of different things here. For one thing, it means building interfaces to the existing computer systems at all of the federal agencies involved, some of which were never designed for that sort of thing. But more significantly, it means modeling the legislation, which is itself contradictory and incomplete. Contradictory because it's a hodgepodge of individual contributions that was voted on before anyone ever read the whole thing, much less checked it for consistency. Incomplete because it contains multiple "the Secretary shall determine" statements that require decisions that haven't been made yet. Now, you actually can program around that, but users aren't going to be happy when after an hour's worth of data entry the page pops up that says, "Sorry, we're going to have to kick that one upstairs. Please log off and check back later and we probably won't lose your work up to this point." Well, I wouldn't be.
I'm hoping we don't procure aircraft carriers that way. "Well, Billybob here got the contract because he's Michelle's good buddy. He hasn't ever built a carrier before but he's pretty good at Legos. Once he blows through the initial hunnert bil we'll see how much more he needs to fix it."
