Obamacare Web Official: 60 to 70 Percent of Website Still Unbuilt

“Let me get this correct,” Gardner asked incredulously, “60 to 70 percent of healthcare.gov still needs to be built?” Chao answered, “Healthcare.gov, the online application, verification, determination, plan compare, getting enrolled…that’s 100 percent there.” But he admitted, “There is the back office systems, the accounting systems, the payment systems, they still need to be built.”

So how are they going to DELIVER healthcare on Jan. 1?

Medical providers deliver the healthcare, but a massive problem exists in terms of communication between insurance companies and providers. For example, the cost-sharing subsidies applicable in the case of silver plans need to be communicated to the provider at the time of visit to establish the amount of deductible unpaid. It is my understanding that the mechanism for doing this is almost completely undone.

If it took Barry's brilliant team of techies 3.5 years to build 30-40% of healthcare.gov, how long will it take them to complete the remaining 60-70%? Class? Buehler? Anybody?

With 3.5 years = 35% = 10%/year. Therefore, the remaining 65% will take.... six and a half more years.

Has anyone seen a “Source Lines of Code” estimate for the website?

That would be a reasonable starting point for inquiring into the status of the website development. Any competent software guy could pose questions on status starting from that point.

Willful and purposeful negligence on all aspects of implementation of 0bamacare as a scheme to create an atmosphere of desperation with the ‘fix’ being Single Payer. It’s pretty obvious by now, isn’t it?

And without payment systems how can the doctors and hospitals be paid?

The insurance companies will pay providers same as they do any other time. A claim is a claim. But the premiums have to be paid. Much confusion still exists about payment methods including bank debits and possibly even money orders for those without bank accounts. And the financial information concerning deductibles and out-of-pockets has to be communicated at time of visit as I described in a previous comment.

So 3 1/2 years builds 35% which wasn't nearly ready on the launch date and still isn't, with 6 weeks left to get the other 65% coded, tested and deployed.

Yes. Unbelievable. I saw the figure for Vista and Windows 7: 50,000,000 and XP at 40,000,0000

How would you like to fix the problems with the beta (or should I say alpha) versions of Windows 7, Vista and XP in the next 2 weeks and then do it again 2-3 more times within a few months.

"Back end" means a lot of different things here. For one thing, it means building interfaces to the existing computer systems at all of the federal agencies involved, some of which were never designed for that sort of thing. But more significantly, it means modeling the legislation, which is itself contradictory and incomplete. Contradictory because it's a hodgepodge of individual contributions that was voted on before anyone ever read the whole thing, much less checked it for consistency. Incomplete because it contains multiple "the Secretary shall determine" statements that require decisions that haven't been made yet. Now, you actually can program around that, but users aren't going to be happy when after an hour's worth of data entry the page pops up that says, "Sorry, we're going to have to kick that one upstairs. Please log off and check back later and we probably won't lose your work up to this point." Well, I wouldn't be.

I'm hoping we don't procure aircraft carriers that way. "Well, Billybob here got the contract because he's Michelle's good buddy. He hasn't ever built a carrier before but he's pretty good at Legos. Once he blows through the initial hunnert bil we'll see how much more he needs to fix it."

"Amateur" doesn't begin to describe this mess. And we're already $600 million in the hole.
