I wanted to let the readers know the EMTs could do nothing until given the assurance the scene was safe. They can't override the police.

Emergency protocol also is that only a doctor can determine if death has happened. No policeman can do that. EMTs first check vital signs and report to a doctor these signs if they are connected to a doctor by radio. If they are connected to the doctor, he can tell them the patient is dead and not start CPR. If they begin CPR before talking with a doctor, they cannot stop that procedure until told to by a doctor. These are Texas protocols and I suppose they could vary by state.

The point is, determining death is done by a doctor. Certainly no policeman can do it and I would imagine that is true in any state.
