Let us know when the House actually accomplishes something practical.

If Holder's contempt citation is upheld by the court I would say the House has followed a practical course.

It results in NOTHING. He gets no punishment nor does the House, We the People, compel him to testify about the facts.

If you want practical then start impeachment hearings on the fact that the President illegally sold guns across national boundaries that resulted in hundreds of Americans and Mexicans and federal agents getting killed.

A contempt citation does nothing but maybe send Holder to jail, and with this spineless Republican party I would literally bet my life they won’t, and supposedly compel him to testify, which he doesn’t have to do and the President can pardon him from any congressional jail time.
