What I don't understand is how can the entire state be junk bond status and Chicago (gee, a part of Illinois) be A-??

As a prisoner in the People's Republic of IL, there are many here who want to dig a 1,000 yard moat around Chicago and Cook County. All entrances into Chicago are free. All exits will be taxed at $100 per occurrence. Monies so collected will be apportioned to the other counties of the state, except the state capital in Sangamon County.
