Obama does not have the authority to do this as he did not have the authority to give some companies and unions exemptions. Those policies have been canceled. They no longer exist.
This is political Cover Your Ass. When the insurance companies do not renew the discontinued policies he will wage a political war of rhetoric against the Insurance Companies. Their game plan is, “its not my fault.”
