The portion you posted does not say “capricious children and women (who) rule[d] them.” Do you know what version author uses? And what version did yours come from?
Also, in a subsequent post you mention Sarah Palin and I just want to clarify whether or not you are saying that Sarah Palin is the kind of woman the author (and possibly the Scripture portion) is talking about.

The point about Sarah Palin was that men apparently have shied away from leadership even among conservatives, and the evidence is that their leader was a woman...Sarah Palin...not that she is an ungodly woman.
