In the U.S., more fraudulent returns went to Miami than any other city. Other top destinations were Chicago, Detroit, Atlanta and Houston. Hmmm. what do these cities have in common?

I bet that means that they have determined that a taxpayer was not the person who received an unjustified return. I am quite sure that they have not prosecuted 565,000 fraud cases.
You will note that no where in the article does it say how many cases of tax refund fraud were prosecuted or how much money was recovered. I wonder Why.
