The use of the term "Gender," when one actually means "Sex," is of much more recent politically correct vintage than the date of this purported document.
FEI, "Gender" is grammar. "Sex" is biology. e.g. Nouns are of the masculine or feminine "Gender." In Latin and other languages, adjectives agree with nouns in number and gender. People (and animals) belong to a "Sex.".

Thank you for explaining the difference between gender and sex. That’s always been one of my pet peeves, so I never tire of hearing or reading a correction!
That index was quite obviously printed out quite recently, and placed into the library along with death and marriage index. The birth index is the only one that doesn’t include a year date on the page headings:
