Debris which has been collected with what looks to be Japanese writing on it and could be related to the Japanese tsunami.
Ya know, it's a good thing that part of the world is so zealously environmentally conscientious. Otherwise, I could see less scrupulous cultures actually dumping more odious debris into the mix.
Sort of like Arlo Guthrie figuring that one big pile of garbage is better than two little piles.

Put fences around it and people will swarm for salvage rights - climb fences just to salvage.
Its no fun if it is just out there for the picking. You have to escape difficulties to make the debris salvaging worth the effort.
Put it on TV as "The Great American Salvage".
