I would prefer to get it on the vehicle (if not in it) so they couldn't drive away from it.

You can put ribbons and bows on it and one of those musical greeting cards that plays a lullaby. ;^)
The cities and towns will pay for and maintain these things, then the feds will come in and retake them when needed.
