The project commenced in 1995 and is scheduled for completion in 2020. The actual construction site appears to be on the Indiana shore.
That being said, it could be a major boondoggle/overreach by the Army Corpse of Engineers given the amount of time and treasure spent on it.

Funding it as part of the passage of a "clean" bill IS outrageous.
