By credit do they mean a credit card or actual credit like a mortgage?

If it is a credit card the EBT card for food stamps would probably work.

I am wondering about US Ex-Pats and how long it will be before the try and force me to register?

Me too. I just wonder if they are going to reject my tax return because I say I don't have obamacare. Then are they going to fine me because I live overseas? I don't think anyone really knows what they will do with expats.

Hey! Now there you go - no credit card, no problem! There's a special feature in HealthCare.gov that will allow you to sign over ANY form of credit: title to your car, your house, your 401K, your checking account...
