More than 700 websites have been created with names playing off of Obamacare or Healthcare.gov, making it likely that some Americans will mistakenly hand over private information to unknown third-parties.
For instance, there is a website — www.obama-care.us — that brands itself as part of the "Obamacare enrollment team," directs people to an "Obamacare enrollment form" and asks users for their name, address, Social Security number and other contact information. According to a counter at the bottom of the page, more than 3,000 people have visited obama-care.us.
This website does not actually enable people to enroll in Obamacare. It was registered with GoDaddy.com on Sept. 2 — less than a month before the official launch of the health care exchange websites — according to who.is, a website that provides information on internet domains and their owners.

And if they actually offer and provide good health care options you know they definitely aren't part of Obamacare.
But you are right, having a functioning website is the first sign that it is fraudulent - and probably up to no good.
1. The unprecedented levels of cynicism among the young.
2. The invisible hand of self interest.

If they behave true to form, when the catastrophe of the website deepens, eventually the White House will blame the Internet group called “Anonymous”, for their problems.
They will claim that their website was hacked. This is the first of three excuses used by socialists for utter failure on their part, that being sabotage.
The other two are that it wasn’t funded enough; and it will only work when it is universal.
All of these excuses are lies. And they are liars.
They want you go hand them all the info they need to rob you blind - exactly like HealthCare.gov.
