The Associated Press described these applications as having being "started." An administration official I -emailed with this afternoon thought it was more accurate to say these applications had been "submitted," and I found the explanation of why to be helpful in understanding how the whole shopping process works.
The 476,000 shoppers that the Associated Press wrote about have submitted full applications, this administration official said. In that sense, they're done with the first step in the process. That being said, they're still at the start of the shopping process, with two more steps between where they are right now, and where they'd be after enrolling in a health plan.

What is ashame is in the comments......the one guy thinks there is some desparate need for health insurance. What a crock of crap. There isn’t anyone out there who isn’t getting basic healthcare because of cost or the lack of insurance. Hospitals are full of walkins who can’t/won’t pay. The rest of us pick up the tab via higher premiums. All Obamacare does is organize this process and provide mandates.
The whole thing is another government ponzi scheme and will fail under its own weight. Unlike social security, this one will implode much quicker. Unfortunately, society will have already pivoted to the idea every needs health insurance and the next step will be govt run healthcare.
Unless some key politicians are eliminated from the discussion.

This is just the enrollment process. When the doctor’s visits, prescriptions, surgeries, tests, and emergencies place the already intentionally broken system under the stress of everyday transactions, chaos is guaranteed.
Add in the inevitable disputes over payment, reimbursement, and yes rationing and entropy will envelop all.

I’m sure that’s a substantial percentage of the applications, 98% might be just a bit of a stretch but not much.
Obamacare includes a big expansion of Medicaid, and I’m sure that hospitals are submitting the names of current charity cases to be switched to the Medicaid rolls.
More lies and half-truths.
The Fedgov site doesn’t included Expanded Medicaid, how could it? That is a state thing. The fed site would, at most, direct a person to their state site. A very small number of exchange plan purchasers may get a subsidy covering virtually all of the premium, however.
And they’re all named “Julia”.
Gallup has some interesting figures. The poll was from last Feb.

I have to shop for new Medicare Advantage coverage for myself and my husband before December 7. Our company isn’t writing the coverage we had this year. When I finally find what I want - and maybe not all I want - when I sign up online, I will have purchased our coverage for next year. I will sign up and I will be done in a matter of minutes.
I can’t imagine taking anywhere near as long as these people are facing. It’s a pain just to look over the plans but if you want to do it right, you have to put in some homework.
I wonder how many of those are Medicaid? Many counties in CA have medical assistance plans of one type or another and are now busily dumping the patients into Medicaid. Can private charities be far behind.
There was a local article a few days ago that said that “the bulk of” the 25,000 Washington State signees were totally or mostly subsidized. I don’t know what “the bulk of” means, but it suggests well over 50%.
