Still has to pass the rules committee, then get unanimous consent or it can be blocked by one senator.
I still have yet to see a bill number in either chamber.

the way to “negotiate” is from a position of strength. the GOP is a minority in the senate and there’s a democrat in the WH. we need to nominate articulate, credible conservatives and win elections, and not nominate clowns like mourdock, akin, o’donnell, angle, etc., who can’t win RED states, let alone purple ones...

Bring up the Senate Bill as the base text. Ideally one would do this under an open rule but given the time constraints, allow each major faction to make a couple of amendments with 30 minutes of debate. See what the House passes.
I think the Vitter amendment would pass. Not sure about anything else.
