What barriers did the vets carry to the Spite House, if there were no barriers? How the heck do they justify the salaries of SEVEN people whose salaries have no money allocated? If they had to ask themselves whether they would violate the law if they paid FOUR people to keep the park open, then what stinkin’ lawyer did they have to consult who would tell them it was perfectly fine to pay the salaries of SEVEN?
