It's called the "Rolling Roadblock".
The Virginia State Police did that all the time, back when I drove commercial. They'd stack three police cruisers door to door, and drive exactly the speed limit to stop speeding road-rage types.
Nice to see their tactics used against them...
So what would happen if multiple trucks just happened to run out of fuel in traffic lanes?
‘Gosh officer, I’d love to move my truck but my tanks are dry. My fuel gauge shows I gots plenty, and my trip log shows I should be good for a couple hunnert more miles...’
This happens all the time in Missouri, except the hiways I travel have mostly two lanes per each side, so it only takes 2 trucks to block the traffic.
They do this when a faster truck catches up to a slower truck, then as they go up the hill, the faster one gets bogged down. Par for the course.
