Yes, and here in CA about 90% of the kids are born to illegal or single welfare mothers.
The above group also provides about 95% of the prison population when they get older.

Limit welfare to two kids no matter what the size of the family. Check for drug damage regarding the kids due to the parents. If they kids are damaged like that, jail the parents and try and get the kids adopted out.

Excellent point. My wife and I made the decision to not have more children because of the cost. Not the only reason but it was in the top five.
