Communion he can give out but if its locked inside the building there’s not much he can do short of breaking in.
And then he should have broke in.

But the priest can say mass only in consecrated space.We've had Mass held a couple of times in our home. And there are sports teams whose chaplains have held Mass at airports as the players awaited their flights.
Nonsense. And if the space needed consecrating, the priest could do it on the spot. Masses have been given in sports' stadiums, arenas, parks, and in storage compartments aboard Navy ships (speaking from experience).
