Yes they need to study the question of what to to when the vehicle is stopped and there is a child in there. Do you shoot first or do you reach in and remove the child and then empty your clips into her??? A real dilemma.

They did not know there was a Child in the vehicle until after the shooting.
I keep seeing people say this without knowing the details. They did not know.

Now I see the story has changed to pulling the kid out of the vehicle.
Now I have no idea what happened. Everything I've heard has been changed, great.
