She appears to have been disturbed. Doesnt mean she was dangerous.
In hindsight, that's easy to see -- if you discount driving 80 mph through the equivalent of a national park with tourists walking around.
But at that moment, the police didn't know any of this. And frankly, her erratic behavior looked like a failed car bombing in the absence of that information.
