So what he’s saying is if they stick together they can force and up or down vote on the House bill. That bill would fail...then they’d go to amendments.
So this is about getting the rats on records voting for Obamacare again.

When they go to amendments, the house can reject the senate amendments and send back a clean CR without funding for obamacare. Rinse and repeat until the dems cave and leave obamacare unfunded.
That, of course, will take testicular fortitude on the part of the GOP.
