There were no cloture votes yesterday. The vote yesterday was on the motion to proceed (to debate). This basically brings the bill to the floor (from either a committee or the House).

From the motion to proceed comes the debate. But there will be no debate because Harry Reid has made it a habit to file for cloture (an end to the debate) at the same time he files a bill. And this mandates that there be at least an additional 30 hours of debate and Reid can call for an end of the debate any time after that, which in reality, is immiediately after that.

Once debate has been ended (cloture), senators can amend the bill, but Reid will fill the “amendment tree” allowing only his amendment to strike, which will strip the defunding language. That amendment will require only a majority so they will pass that amenement, then the bill.

So to simplify, motion to proceed to debate, then the debate, but debate can be cut off by cloture, thirty hours must intervene between filing cloture and the actual cloture vote, end of debate, amendments, passage of the bill.

I’d think a vote to debate is a good thing. Now the Republican slimes all get to show their true colors.
