I believe that this is a fallacy. The only reason Clinton was better at economics and restraining government - as you say - is because Newt Gingrich was SOH and there was a majority Republican Congress. He had no choice but to work with them if he wanted to accomplish anything and leave a legacy. (a false one at that).
