I have somewhat of an issue with a “talking filibuster.” Are there other kinds?

Yes, before Rand Paul’s filibuster, Senators had gotten a bit lazy about it, technically holding the floor but not doing or saying anything during the process. That’s why Rand’s was so spectacular at the time....he actually talked for 13 hours, old school style, and not just walked off without yielding the floor.

usually when the GOPe is a majority the Democrat says “I filibuster” and the GOPe gives up. They never have to actual do any filibustering when the GOPe is running the place.

They have a fake filibuster for Senators too lazy to do it right. Basically, 60 votes must be rounded up or they don’t vote.

Cruz actually is doing it the correct way.
