Imagine if the victims were armed, Barry.

It actually looks like there are several civilians with handguns in the pictures accompanying the article. The Daily Mail labels them as security officers or armed police, but they look like a pick-up team of random civilians. There is one picture labeled "This family, who had been trapped inside the shopping centre, support each other as they escape from the scene" where the man supporting the two women, presumably his wife and daughter, has a pistol tucked in his waistband.

Even armed civilians aren't a panacea against a heavily armed terrorist group. But it looks like they are covering for people escaping the mall.
