The simplest explanation here is the correct one. From high up came the order to stand down because a high number of casualties was desired for political purposes.

-yes, this administration is venal and incompetent, but that is not the explanation here. This is cold blooded murder.
-these people are waging a real war on the American people. Wars escalate until they are won by someone. And they do not end until they are won. Thus, we know what is going on, and we know what is coming.
