What kind of moron puts their baby on the luggage mover?

A mother distracted, perhaps by something the other child was doing. She may not have known where she set down the baby.

Having had a few near disasters myself, I'm more inclined to pity than vituperation.

My own question, why were they in Spain? Neither parent was Spanish.
