Very much so, and many of them have been shown to be exaxctly that. Local and federal law enforcement agencies always seem to know the perps quite well, yet they somehow manage to buy guns and do their mass killings on schedule.

When Jared Loughner was sent to assasinate the judge, it had to be done within a short period of time on that particular day. Had he tried on any other day, mass killings would have been difficult if not impossible.
This is a typical scenario for a large percentage of the mass killings
