The investigator who filed this case thinks that the second person in the truck was an FBI informant, and this was known to the FBI and was the reason they didn’t want his involvement known.
Personally, I think it was a Muslim they knew to be tied into a terrorist group; possibly an informant, but more likely somebody they were watching - who got away from them. Clinton would certainly not have wanted the Muslim connection to be made public, especially since denying it gave him such a good opportunity to go after “right wing extremists.”
It’s very obvious that there was a Muslim connection. Both McVeigh and his co-conspirator spent time in the Philippines with people connected with the same Muslim group that was preparing to blow up the Pope on his visit and also had planned “Operation Bojinka,” a plot to blow up multiple passenger planes that was sort of a precursor to 9/11. And the John Doe #2 whose sketch was released and who was seen and spoken to by several witnesses was most certainly an Arab and possibly the one later known as the 20th hijacker.

If you do a chain of events leading up to the OKC bombing and a chain of events leading up to the attempted car bombing in NYC where they tried to blame the attempted bombing on the Tea Party because it was a fertilizer bomb like McVeigh used, you will find out they are virtually the exact same.
