Perhaps they suspect the shooter has a Benghazi import on his person.
U.S. Capitol Police confirmed enhanced security at the Capitol, but no immediate threat.
Reports began circulating around 9:30 a.m. that the suspect was down, but D.C. police said the suspect is still on the loose and hiding between floors.

Stopping DCA traffic would give the law enforcement helos more flex regarding flight locations etc

Navy Yard is in Washington, D.C., across the Potomac River from Reagan National Airport. Reagan National is next to southern Arlington, Virginia near the border with Alexandria.
