A lot of older northeastern towns have narrow streets, and in the winter it is reasonable to ask people to park well away from the streets so that snow plows can clear the roadways without damaging cars that are parked too close.
If that is in fact, the rationale behind the Pittsburgh rule, it's downright asinine to enforce it in August/September.
