Obama Administration Bashes Florida for Blocking Health Insurance Navigators

Florida was strongly criticized by the federal government on Thursday for barring outreach workers, known as “navigators,” from county health departments when they start enrolling people next month for insurance under President Barack Obama’s healthcare reform law.

“This is another blatant and shameful attempt to intimidate groups who will be working to inform Americans about their new health insurance options and help them enroll in coverage,” said U.S. Health and Human Services Department spokesman Fabien Levy.

He was referring to a directive from the Florida Department of Health, issued to local health department directors across the state earlier this week. “Navigators will not conduct activities on the grounds of the health departments,” it said.

The directive comes against the backdrop of an aggressive effort by Florida Governor Rick Scott and other Republican leaders in the state to undermine the Affordable Care Act, which is popularly known as Obamacare.

Republicans say the healthcare law will hurt job creation, while supporters view it as a landmark initiative that will extend health insurance coverage to millions of Americans.

The enrollment stakes are huge in Florida, where the U.S. Census Bureau says there are about 3.8 million people without health insurance. That amounts to roughly a quarter of Florida’s population, giving it the third-highest rate in the country.

In a statement clarifying the navigators directive on Wednesday, the state health department said the counselors trained to help people sign up for health insurance have been barred, at least in part, in the interest of consumer protection.

“This (Navigator) program has raised privacy concerns due to the consumer information that will be gathered for use in a federal database,” the statement said.

Similar concerns have been raised by Scott and Florida Attorney General Pam Bondi, amid allegations that navigators might steal personal information, but they have been rejected out of hand by the U.S. Health and Human Services Department.

U.S. Representative Kathy Castor, a Florida Democrat, said hampering the work of navigators was a “plain absurdity” in a harshly worded letter she fired off to Scott on Thursday.

“The continued obstruction by you and many state leaders of the Affordable Care Act is contrary to the best interests of the citizens and businesses of Florida,” Castor said.

“To deny access to Navigators to health departments is another obstructionist measure that elevates ideology over the interests of Floridians who simply need to see a doctor or nurse and take personal responsibility through enrolling in affordable insurance,” she said.

U.S. Health and Human Services Department officials say the Florida restrictions will not impede the program. “Despite the state’s attempts, we are confident that Navigators will still be able to help Floridians enroll in quality, affordable health coverage when open enrollment begins on October 1,” Levy said.

“Navigators” merely are intrusive fed agents undermining state and personal rights. Most probably couldn’t navigate their way out of a paper bag. Just what are the qualifications for a “navigator”...that you love nobama and the DIMs??????

STOP OBAMACARE ALERT Contact your state AG---ask him/her to issue a letter of inquiry to groups receiving federal "Navigator" grants. The inquiry should center on questions WRT how the group intends to protect consumer data.

In particular, the questionnaire should ask if the tax-funded "Navigator" program intends to transfer personal/ financial/medical data of the insured to the local/county/national Democrat Party, relevant Unions, banks, investment companies, drug companies, insurance companies. Trial Lawyers' associations and whether "Navigators" have sub rosa contracts with these, and other groups, to provide significant info to enrich databases for pecuniary purposes.

REFERENCE A West Virginia nonprofit has turned down a federal grant it received to help residents navigate new health insurance options under the Affordable Care Act after it received an inquiry from Attorney General Patrick Morrisey about how it would protect consumer information. With the advent of ObamaCare, consumers buying health insurance through health care exchanges will be required to speak to “navigators.” “Navigators” are supposed to help consumers find the best coverage and ascertain whether they are eligible for a federal subsidy.

Any “navigator” will have access to the federal data hub, which holds information from the Department of Health and Human Services, the IRS, the Social Security Administration, the Department of Homeland Security (DHS), the Defense Department, the Office of Personnel Management, the Veterans Health Administration, and the Peace Corps.

Planned Parenthood received $655,000 from the Obama administration to hire navigators. In Iowa, Planned Parenthood of the Heartland received $214,427; in Montana, Intermountain Planned Parenthood, Inc. got $295,604; and in New Hampshire, Planned Parenthood of Northern New England raked in $145,161.

And there is not much scrutiny over who these “navigators” will be; HHS will not require background checks or fingerprinting, and a previous criminal conviction, even if it was for identity theft , will not trigger a rejection. To make matters worse, the administration has cut the new employees’ training from 30 hours to 20 and reduced screening.

Excellent move. Fundamentally, this just bars Federal agents from invading local county offices where they have no business operating and no legal authority to operate. Let the Feds rent their own office space, get their own telephone systems, and get their own support staff.

how about mandatory license requirement for any ‘navigator’ After all, Insurance agents need these in most states. Why wouldn’t a federal employee? Understand agents have a challenge in taking a test and passing before applying for a license OR a place of employment. Heads together, think outside the box.

Obamacare won’t work if navigators have to be honest. Florida isn’t saying “no navigators”, they’re applying existing consumer protection laws (navigators can’t be running scams, getting kickbacks, stealing data, lying, etc). We probably don’t need to worry about someone with 20 whole hours of training but better to be safe :)

Obama should probably be happy since it’s less likely that scammers will take money to sign people up for bogus plans or for plans that don’t cover what is promised. Just think if 1000s of people start showing up to the hospital/doctor in 2014 and finding out they don’t get what they were promised from obamacare.
