The agency is caught in the middle

Indeed. The city is caught in the middle between the city and the citizens. It's a shame, but what can you do?

Don’t these people have a garage for their cars?

We have a HOA rule that residents cannot park on the street in front of their home nor can any cars remain on the street overnight. Primary reason is that our street simply is not wide enough for fire or emergency vehicles if cars are parked there. But it isn’t policed except by other neighbors.

The family at the end of the street did have a fire a couple of years ago during the early hours of the morning and one of the chronic rule breakers had parked their cars on the street, not in their very long driveway or garage. The fire trucks had to wait until the street was cleared and the homeowners suffered additional damage to their home because of the delay. Their homeowners insurance company did file a suit against the street parkers and did win.
