The big question is do they have small tactical nukes and thermonuclear warheads.
Hard to develop without testing.

The South Africans new when the spotter satellites (can’t recall their names now) were overhead. They set off the tests in the far south Atlantic. If a satellite caught the flash, or recorded a neutrino burst, there was nothing there when it went over. Everybody probably attributed any readings to noise.

I don’t think the southern oceans are expected areas for nuclear blasts. So, any number could have been set off over the decades and nobody would be the wiser.
