He might be able to pull that off. Except that last week, when arguing for the strikes, he explicitly said that they had exhausted EVERY diplomatic option possible.
SO I guess he was lying last week when trying to get people to support his unnecessary bombing campaign. I’m sure glad the house and senate didn’t run back and pass the authorization — or Obama would have already killed people for no reason.
