The Obama administration is spending $69.7 million to expand its Maternal, Infant and Early Childhood Home Visiting Program, which sends nurses and social workers into the homes of families to improve maternal and child health, child development, school readiness, economic self-sufficiency, and child abuse prevention.
The grants, funded by the Affordable Care Act, are going to 13 states that have implemented "high-quality" home visiting programs.
These awards support states in their efforts to expand and improve home visiting support services for our most vulnerable children and families, Health and Human Services Secretary Kathleen Sebelius said in announcing the awards, which range from $1.4 million to $7.2 million per state.
Families must voluntarily enroll in the program to get the home visits.
Since the program was enacted in 2010, its been implemented in 544 communities in all 50 states, the District of Columbia, and five territories to serve about 15,000 families so far.
Two years ago, when HHS announced it would spend $224 million under the Affordable Care Act to support home visitation programs, Sebelius said the goal was to get children off to a strong start. "Parenting is a tough job, and helping parents succeed pays big dividends in a childs well-being and healthy development, she said at the time.
The nurses and social workers work with families to "evaluate their circumstances," help parents learn the skills they need to promote the healthy development of their children, and connect families to the kinds of help that can make a "real difference in a childs health, development, and ability to learn."
According to HHS, research shows that home visiting programs can improve outcomes for children and families, including improving maternal and child health, reducing child maltreatment, increasing parental employment, and improving the rate at which children reach developmental milestones. HHS says it conducted an "exhaustive review" of different home visiting programs to identify the models that have been shown to work.
The Maternal, Infant, and Early Childhood Home Visiting Program provides voluntary home visits for eligible families "who welcome education and support to strengthen their relationship with their infants and young children" (up to age 8). The program also helps to ensure that women have a healthy pregnancy.
True, but this is something that private organizations ought to be doing more of. There are a lot of children being born to mothers who don’t have the least idea how to take care of them successfully. Some aren’t interested in making a real effort, but for those who are, there should be “Foundation for Thriving Children” or something of that nature to assist them.
After the program is established the administration will gradually expand the meaning of “at risk children” to include:
Home schooled children
Children raised by devout Christians
Children of gun owners
Children of conservatives and strict constitutionalists
Chidren of parents who express disapproval of Obama
Children of preppers, survivalists and members of militias
Yes, where they’re exposed to not-Obama.
We have a wonderful org in our city called AIM, and it is run by nuns and assisted by volunteers. They provide ultrasounds, nursery paraphernalia, formula, dipes, etc. to low income mothers. These mothers are required to take parenting classes that earn them points with which to “buy” these things. I have no problem donating to them. A gov program, however, is unnecessary.
Yes, that’s what I had in mind, although it should go well beyond infancy. Having the mothers attend classes to earn stuff is an excellent system.
I agree, it should not be a government program. However, I think this is a necessary service. Children are losing out because of easily correctable inadequacies of their parents.

All bureaucracies will expand their level of intrusion to justify their existance.
They will make things up, and impose their authority on the innocent.
I thought that’s what social workers did. Who checks on these children when parents don’t? I guess it is the State that is responsible.
Why don’t they send a worker home to find out why there is a need for a backpack of food for the weekend?

I think some of the harshest judgements will be brought against parents who refuse to let their K to 12th grade children be brainwashed by homosexuals and the pro-homo government schools.
All they need is to convince those families to get a television
One of the rationale statements for the need of their intrusion was: “failure of family doctors to detect disease in well children” (I kid you not)
At one of the hearings I asked them to explain that. No one did.
Today, along with this total oversight, I would advise parents to think about midwives instead of hospitals - who then, immediately assign you a 'worker" -
(and with the advent of hospital s now being a hot bed for contracting deadly diseases - especially the staph strain MRSA - midwives may be far safer. (WE had another case here just recently - new mother gives birth, immediately contracts infection from surgical proceedure during birth - and dies a few days later.)

the hospitals and clinics are floating this: "the patient probably had this on his/her skin - or are carrying the bug in their nose - and that's why they got it." to sidestep liability...Don't buy it. If that were so, there would be an equal number of people getting it from scratch, cuts they get in their daily routines. But they come, almost exclusively, after some treatment at a hospital or clinic.

Apparently, MY parents did a much better job with their 4 children than the Parents of Kathleen Sebelius did with her.
We are all able to take care of ourselves & provide help/charity to others.
Kathleen seems only able to spend other people’s money.
She is downright evil.
