Getting the Congress approval is a Republican thing. Bush 41 did for the Gulf War AND Bush 43 did for Afghanistan AND Iraq. Clinton didn’t for Kosovo and Obama didn’t for Libya. Republicans follow the Constitution, Democrats do NOT.

Qdaffy hadn’t attacked the US and the Kenyan didn’t bother to claim he did. As noted above Congress must decide when to start a war without provocation.
