Here's why Tokyo was chosen: they already have the ground transportation infrastructure in place. Tokyo has arguably the best mass transit network of any major large metropolitan area, one that handles tens of millions of commuters daily through its commuter rail and subway systems. As such, it is ready to handle the large number of visitors to the city during the Summer Olympics in 2020.
