Important in the sentence is the phrase western allies. Extensive words clearly include the allies in the planning and operations. All this is lost in the hysteria about AQ is coming, AQ is coming. One can surmise the allies are disgusted with an Obama that gets cold feet and backs out. The adults are in control operationally from Turkey and the AQ and MB hype is just that. Hype
The article never states who was gased and the motive or operational objective for making a gas attack. We know people are dead but don’t know who not the possible reason for the attack.
