Rush is of the opinion Obama wants the vote to fail — that takes Obama off the hot seat.

My assessment:

Obama has already managed to manipulate this into a way he can blame Republicans.

If they vote no, Obama wins and Pubbies lose.

If they vote yes, Obama wins. If he does bomb and the situation turns to sh*t, he can blame the Republicans. Pubbies lose.
