As to racial composition, the CIA factbook says: mixed 73%, white 16%, black 11%. So in any public version of the police log, I would guess the news media would identify about 16% of perpetrators as white and 84% as "teens." As victims, the media would identify 16% as "victims" and 84% as "black victims of hate crimes." Finally, in confrontations involving two Dominicans, I would predict the media would identify the victims as black, and the perpetrators as "white Hispanics" about 73% of the time. Unless both were black, in which case there would be no story at all.

Most of the immigrants from the Dominican Republic I met would be called ‘chocolato’ by most of the Puerto Ricans I’ve met in New York. Not sure about the Spanish spelling.
