Look, I do not care if he passes the buck. A confrontation with Russia over Syria would be catastrophic for the US. It must not happen.

This is the one time I wish the Republicans would vote present. State that they are against bombing Syria, but they don’t want to tie the hands of the president, so they abstain. Let the Democrats give him the authority. Then see what he does.
