War Powers Act is debatable.
b) I believe he must show that American lives, an American Security Interest, or a Constitutional duty is at stake in order to invoke the
WPA.
c) I don't know whether the specific provision of the Geneva Convention outlawing the use of chemical weapons requires the offense must occur during time of war. But if it does not -- flame away --
all signatories of the Convention are
required to take join military action against the transgressor.
